Seriously? That's fantastic news, when and where did I miss this tid-bit?
Instead of just making the "Base Game DLC" automatically checked off for anyone who downloaded the game prior to 6/6, and having anyone who wanted to opt out of Base PSO2 just unclick the box and free up their HDD space...
...they uninstalled PSO2 Base from everyone who already HAD IT, making you RE-DOWNLOAD the whole thing.
Up yours, Sega, way to waste my bandwidth, clowns.
It does get annoying. They seem to be determined to make things as awkward as possible.
The reason why there is no "explanation" is because they already did this far back then.

When New Genesis originally launched, New Genesis (and the common files from Phantasy Star Online 2) downloaded - and Phantasy Star Online 2's data was made an optional download from the get-go.
This was a change Global players wanted as well because Phantasy Star Online 2 at the time was 90 GB and New Genesis being added to it was an even larger amount of hard drive space being taken up. They never got this change until the launch of Global's PlayStation 4 version.
None of these involve collecting data or falling in line with any "standards" - we are simply getting what the Japanese side already did for years and if you really are that afraid of your data being collected you might dislike the upcoming events or what Sega already collects from the players in regards to their Web Panel Survey events.

They could just update the game as usual (without touching what's already on the players' hard drive), and then when the players first login after the update, ask if the players want to purge the PSO2C data.
Instead they do the exact opposite, they purged the data without asking, then ask the players if they want to re-install what they just removed...
Brilliant project manager you have there, Sega.
And the next step that could have been done was to prompt players who wanted to play Phantasy Star Online 2 to be sent to the proper store page on the version of the game they are playing (Microsoft Store, Steam Store, Epic Games Store, Xbox Marketplace, and so on) so they can properly attach the "PSO2 Data" downloadable content to the account so that there isn't a need or hassle to redownload so much.
The way this was handled made "sense" years ago when New Genesis was just launching for Japan - but I really feel that it caused only more confusion than anything for Global.
