In New Genesis, certain items rereleased (SG Scratch Bonuses, Memories Scratches, Campaign Items, and more) will have a fancy icon that indicates it is a New Genesis-distributed item and can be sold in the New Genesis Personal Shop. These cannot be sold in Phantasy Star Online 2's Personal Shops - and vice versa with items from Phantasy Star Online 2 missing this icon being incapable of being listed on New Genesis' Personal Shops.
In the context of New Genesis, the "Memories" series of AC Scratches are all reruns for the Japanese players so players can get things they missed - some of which is Global's very first time to see these items that were either skipped entirely (Fresh Finds Shop/Mission Pass shenanigans).
