Even in real life a sane commander knows soldiers are humans and have their limits mentally and physically.
Even if soldiers arent injured, their muscles and bodies will weaken with constant strain from fighting, carrying equipment, building defenses, or demolishing enemy defenses.
Same applies to the mind with constant stress and concentration.
Historically facilities that provided temporary escape from the war are part of boosting soldier's morale. Be it a make shift casino, church, br* th3L, gameroom, soccerfield, etc.
There are even Concerts by popular celebrities in warzones during wartime, particularly done by US military.
A ruthless commander will just see these as a waste of resources because they only see the soldiers as pawns and dont deserve to rest and relax.
You can always pull the pin on the ruthless Commanders if they get too bad.
