Trying to fix Missing Download files error "amd_ags_x64.dll"

This game will not complete its download from the steam store, I keep getting an error talking about "amd_ags_x64.dll missing". At this point I've downloaded the game from EGS(Epic Game Store) and imported the core files to the steam download. However, even with doing this and verifying the game files; I'm still getting stuck on download loop with an error for "Missing Download Files".

The also appears to run fine on the Epic Game Store client , but I'm really only trying to run this on steam because this was the initially platform where I began investing time on and I don't believe my account will carry over via EGS but at this point there doesn't appear to be an answer to this issue

There's no obvious solution to this on google and I've tried turning off firewall settings to see if the issue was on my end but it doesn't appear to be, So please don't bother implying those as a solution.

Try uninstall the game, ensure the game folder is completely gone \Steam\SteamApps\common\PHANTASYSTARONLINE2_NA_STEAM,

delete \Documents\SEGA\PHANTASYSTARONLINE2_NA_STEAM folder,

close steam client, clear windows TEMP folder with a diskcleanup, launch steam client in admin mode, steam settings->clear download cache, finally install game.

Also... PSO2 account can't be transferred via file copy. I'm not sure if you are able to link the PSO2 EPIC account to your PSO2 steam account. You do need to have both EPIC version and STEAM version installed beforehand as you need to run them one after the other within a 15mins windows to generate/copy link code and transfer/paste link code...

It's a one time and convulated effort, failure means your steam account can never link again so read the instructions carefully. Can make another attempt using a new steam account and link to that if you fail on your current one...

these steps worked, it took me a few tries but I finally got it working again thanks.

If anyone else gets this issue and for some reason get an error saying it can't uninstall, I'd recommend uninstalling in offline mode.
