You literally have nothing to lose by playing it to find out.
The character customizer is one of the main drawing point of the game. As far as I am aware, no other game lets you custom your character like PSO2. From the way your character looks to the outfit you can put together along with many accessory you can put on(You can even adjust it placement too).
PSO2 New Genesis is the game you start out in. Not optional, you have to play the tutorial before you can select Base PSO2.
New Genesis is the "main attraction" and what is being pushed to be played. Open world map and a good combat system. The issue I have with New Genesis is how bad the lock-on system is at times. It is bad enough that I think many will drop the game if they don't get the hang of it. Another thing I dislike is how empty the world maps can be.
Base PSO2 is the predecessor to New Genesis that ran for over 10 years in JP. It has a ton of things to do. All of the Story mission are out so there is no waiting for content update, any cosmetics you obtain can be used in New Genesis, and it plays differently from New Genesis. Base PSO2 is more of a dungeon crawler RPG. You load a mission/quest, find your way around a "dungeon", and make it to the end to fight the boss.
It has more classes to pick from then New Genesis but I highly recommend you looking up a build guide before you do anything. The game is very unforgiving when it comes to reskilling and if you mess up, it will cost you real money to fix.
Both game have some flaws but if you can look pass them, I'm sure you'll find it entertaining. Oh and give this video a quick watch. Each ship(server) has it own unique community and "culture". Best to find the one that suits you.

It is mainly Vets that are saying there is a lack of content since they did everything already. I myself am included in that list.

If your answer is yes stay away.
Most people dont wanna hear it but NGS follows the Mobile game formula. This is not a game you sink months into. Hell this game cant even be played as your "main game" at all. If you just wanna hop in and hop out here and there go ahead and play. If you look for a new MMO to call your home for a long time dont bother. Go play Genshin or ToF instead its the same thing.

Of course it's good. Base PSO2 has 8 years of content right at the get go. It's considered complete with no new content developed for it. But it's at the end stage of a game life so player population is low since those who played it before, done it up to 8 years already.
While NGS only just crosses 1 year of content development. It's modern, open world and still have incoming new content updates for at least 5 more years. For people who are new, it's good fun until you reach the end (Like all games) in perhaps about 1 month time, then some of you might become veteran whiners as you exhausted all content and the wait begins (Well you can try base PSO2 while waiting). lol.
NGS lacks variety of content, pacing of progressive content is really slow, overall life feels poor player/npc-wise, most endgame relies on looking good while spending real money in Gacha and there is a void of challenging content. If you play as a Casual or tolerate Redundance then you might be ok with the current game.
If you are looking for an MMO that requires significant time-sinks that puts you at the top of the game and are looking for deeply immersive worlds and a sort gameplay that ties it all together, this is ultimately the very wrong game (there are many games that do these so much better). However, Phantasy Star Online 2 stands in a very strange position (even compared to New Genesis) where it did "channel" so many of these elements and has a sprinkle of it all somewhere in the game. I would dare say that there isn't any other game that tries to be like this out there and that does end up adding to the social experience overall.
In regards to "end-game" content that exists for New Genesis, it does exist but ultimately is timed because it is only a matter of months (December, if not earlier) before Sega introduces new equipment and new goals that will severely dwarf the content players have been playing and working towards. All of your progress as a dedicated player will be buried and you will be asked to repeat that same grind and effort - but the causal players and the much less-frequent players will be rewarded with catch-up equipment and freebies that will ultimately eclipse what players used to seek in the past. If you are just playing for the fashion and the social aspects, Sega will never leave you behind and will always have you be more than adequate enough to play a majority of the game's content while the more dedicated players can likely play the very high-end content that will ultimately be trivialized in the future with future powercreep.
As a free-to-play game, I would implore you to try it out and see how the game is for yourself. I would definitely recommend finding someone, bringing friends in, and trying to play the game together as this is not a very good game to play alone due to the heavy social aspects of the game.
I cannot say the same for New Genesis thus far, but Phantasy Star Online 2 and Final Fantasy XIV were both considered to be companions for each other because Phantasy Star Online 2 had very long and dry periods of the game's history where players would flock to Final Fantasy XIV - and then when Final Fantasy XIV was very dry Phantasy Star Online 2 would have updates (events, major content updates, and the likes) which would have players flocking back. The two games cooperated enough that they did have a collaboration (but it was one-sided as Final Fantasy XIV did not get anything Phantasy Star Online 2-related due to how collaborations worked on their side).
I do not see those games as being in competition because both Square Enix and Sega seem to be in good standing with one another to have their biggest games running alongside each other in that way.
You're asking the wrong question then?
Well, idk what you mean by "good game" but I personally play this mmo because it has a better(different?) gameplay than most mmo(well, there's not that many mmo remaining). Idk if most people who plays here also do it for the gameplay but if gameplay does intrigue you then just try it out then make your own judgement. You don't need to play for hundreds of hours to figure this out.
And if you do like the gameplay, content-wise I also think the game is starting to become more acceptable but, at this moment, there isn't any challenging content(or maybe is one, i'm not sure i took a small break from the game to play LA) that will make you want to become better at playing game(i'm not talking about gears/upgrade) and who knows when there will be one.
Also don't think you need to spend a lot of time to become relevant in the game but i'm pretty sure that this game respect your time more than any other mmo. So if you really looking for an mmo to play then just give it a try. Maybe someone here can tell you how long it take to get to the current end-game. My guess would be less than 50h but if 50h is too much for you then idk what mmo you played in the past that let you reach endgame withing a few hours of playing (i'm no a whale so i'm excluding p2w game, lol).
