All in all, I feel Sega got movement right, working on it since PSO, then through PS Universe and PS Portable, and perfected in NGS. Now, since NGS is far from complete, you will see a fully realized set of photon arts and techniques in base PSO2, until NGS picks up and catches on.
To keep it simple, it's more like Devil May Cry at this point in regards to combat. Not even close to the original's gameplay. It still has a heavy focus on just repeatedly killing the same thing for rares though, and big bosses. And a very heavy emphasis on timing...eh I guess it's still similar enough.
I have been looking for some good MMOs to play with controller. This one seems like a solid option.
In that sense, I would treat New Genesis as the "attempt" to be more like Monster Hunter due to almost every action (outside of the Fighter's Twin Daggers and Bouncer's Jet Boots) having some sort of end-lag and animation lock where you're left vulnerable after your actions similarly to how Monster Hunter forced players to commit (and enemies too for that matter).
The original Phantasy Star Online 2 is more of a mishmash of this and other similar games where the gameplay wasn't completely "solid" until years in and once you reach Level 75/75 to unlock the Successor/Scion classes (Hero, Phantom, Etoile, and Luster) you can immediately dive into an even deeper and more Devil May Cry-esque sort of combat with certain classes. When you get to it (Level 85/85 for the older classes), you will likely find where they all finally shine for real but getting there is quite a bit of a grind nowadays due to the lack of campaigns and events for leveling up.
In raw gameplay I heavily recommend Phantasy Star Online 2 if you enjoy stronger and harder challenges - but New Genesis is intended to be a reset and rebalance that brings a lot (but unfortunately not the things I wanted the most) of the Level 75/75 gameplay to new players.
Edit: I know I may have mentioned this numerous times to others, but this is likely the closest game you can get to games like Dragon's Dogma Online and Monster Hunter Frontier at this point (due to "Capcom Online Games" having shut down) and if you happen to be playing on Steam and want even more control over your inputs such as accessing the subpalette I heavily recommend trying Steam Input to make gameplay even more fluid especially once you start utilizing the subpalette more often depending on the classes you play or the equipment you have.
New Genesis is, so far, "I Wanna Be The Genshin Impact", in terms of playstyle.
With a bit of bending, the Japanese version had a subquest that tied Phantasy Star Portable and Portable 2 (sequels to Universe) with Phantasy Star Online (and by extension Phantasy Star Zero), and Phantasy Star Online 2 together via some universe-crossing. But I believe they were referring to Phantasy Star Online (the Dreamcast/Gamecube/Xbox/PC game).
I like both for different reasons.
With all the flaws this game has I can say that the combat is one of the best, if not the best of all active combat MMOs currently on the market. The combos are really satisfying to pull off and the different weapons have a really cool unique flavor to them. The main issue of the game is the lack of content but they are adding quite a bit of today. And you can come back later the game is free to play so I don't really mind it so far.
