I believe it remains to be seen whether or not Sega will address this considering that there were a few instances before where I remember bypassing AVX at the time when it came to something like God Eater 3 and Bandai Namco eventually patching out that requirement - though I wouldn't quite bet on Sega doing the same.
GTX 1660 super costed like 200 dollars when it came out.
Now with inflated prices due to scalping and crypto mining, the price went up to 600 dollars.
This circus won't over anytime soon.
A 2+ years old GPU cost x3 times more now, than when it first came out.
The slowing part happened to me till finally it became a crashfest.
Laptops are cheaper than GPUs but with the drawbacks of soldered chips and some bad cooling depending on the model.

I can understand having to upgrade your computer for a new game like NGS, but base PSO2 has been around for 9 years. To upgrade your gear to play an old game is pretty unreasonable in my opinion. Especially if you have no interest in playing NGS.
The key problem I'm finding with people with potato pcs isn't that their systems are too weak. It's more so because their CPUs don't have the instruction set like AVX to access the game. Take note of people with CPUs like Pentinum and Celeron that still don't have it.
Can you and your friends afford a PC/laptop that can run PSO2 base? (Assuming that is the only game you prefer to play.) It doesn't have to high spec to run it, but if you and your friends have some money, could you afford it?

how are you having trouble playing the game with 2020 hardware? i have 2019 hardware and i can push 100+ frames in this game.
I don't know if this will be of much use to you but, if you have a low end pc and are looking for a good mmo for you and your friends, might I suggest giving City of Heroes on the homecoming server a shot? It will absolutely run on pretty much anything. Also look into GeForce Now or even Shadow PC. With Shadow PC you get your own top end pc running in a server room that you can play your games with on your low end pc through streaming. It takes about a month with Shadow for them to build the PC you order to use. Got me through some tough times until I could buy something better.
