Report a translation problem
No need for third party software. In fact, in that same help forum on PSO2 site, a moderator responded saying for people experiencing problems to NOT USE third party software. I don't know what PSO2 Tweaker is, entirely, but a quick look-up shows it appears to be third party. I wouldn't recommend anyone do that AND expect to get support from PSO2 techs.
Try the above method, first, and if you still cannot get it to work, perhaps try PSO2 Tweaker. Again, be advised that you will NOT get tech support help if you use a third party software.
Or question what's up with your PC to the point that it can't run the launcher.
Because for the 98% of us, it works flawlessly.
