No, you do not need to download every version on PC. The Tweaker allows you to run all versions with one installation.

Link the game data to Tweaker, then just switch version in the Tweaker and launch game

Something to do while bored. Bit annoying tho when the version you have gets worse stuff than people that'll be on the same servers lol. But I would honestly rather not even get the trash they are shoving into my hands. I always delete valve themed cosmetics cuz they are ugly.
