At any rate trying to troubleshoot stuff on your own during maintenance and before launch is probably a bad plan.
Incorrect, or rather inaccurate, it means they can't give you any advice or help because it's not managed by them, they don't care about tweaker being present as it's probably the main reason anyone was even playing this game when it released on PC.
You may want to carefully read that post again.
Oh, right, i forgot, this is steam forums, so i have to use basic, simplistic posts.
That means when the game was released on PC for GLOBAL very few people could play the game because of the MS store issue, Sega is fully aware of tweaker and has been for a long time now, if they didn't want you to use it they would have denied it access by now.
and even when it was released on steam, the launcher it self also had and still has issues. so tweaker was still the better way to launch it.
What I think is one or more files are corrupted or straight missing from the client. We just need to figure out which ones.
I uploaded my pso2_bin folder just the exes, gameguard and the usual preinstalled pso2 files in to my google drive. You could download them and overwrite the ones you use.
Also check your manifests, gentlemans. it should say "state 4", not 1024 or any other number.
anyway, i dont know what is causing this but i would just wait till the servers are properly online and try again instead of trying to solve this when the servers arent up to date, risk for corrupted files or even file conflict. worst case if this is already happening you might need to reinstall by the time everything is up to date.

Idk I downloaded the entire game fresh (81.9GB) and it happened.
- People upgrading from PSO2 can start the game
- People upgrading can't start due to "update"
- People upgrading which couldn't start due to "update" and fixed that with Tweaker (which downloads from Steam).
- People never even played PSO2 as a clean install DO have this problem.
Check your installs, the game should be 103.485.538.976 bytes big.
