The what-should-have-been-there-since Day 1 TOS updated must've allowed sega to go hard on them. Surely they must have means of logging our ips. JP always emails me a code whenever my IP or machine changes. Too much in a short time and you get banned.
Now the down side to this is that at least one of the scambot owners has been attacking the official forums with spambots, and people flagging their profiles to get them banned.
The most likely Senario is no one was buying from them or at least not enough for it to be profitable for them, With Segas Update to The ToS recently, They likely went though and banned all the accounts they were using to horde meseta on forcing them to start from scratch..
Though Considering the lack of server side lag recently it most likely the rmts finally gave up and moved on, More than sega out right getting rid of them.. as if theres one thing you can count on when it comes to rmts is, they will try to bring down your servers when you start proactively combating them
I would love to know how you think anybody with access to the shop can make millions of meseta a day, because that is how much people can make from bots. You can make steady meseta with access to the player shop, but you certainly won't be drowning in it.
The "only" way I can see keeping up with these prices while they are still the way they are without breaking anything in the Terms of Service or doing anything particularly questionable (at least to Sega) is to be the person who dumps money on scratches to get the most valuable items and to sell them for profit assuming you can still fight the market. I don't see this as a fun way to play the game and if this is what you have to do to keep up with the rising and growing prices (which don't happen to this extreme on the Japanese side, mind you) I cannot imagine that "opening" the Player Shop to every player would really solve any of these issues when the people who are already excessively rich are only going to be richer when they can scalp every other potential buyer by buying out the stock of desirable items.
If you at least have access to selling, anyone can Red Box farm or hoard meseta on their alt accounts to funnel together but I really don't think that it should have been necessary - or at least if it "had" to be available because Sega does not want to stop it I would rather see character-based weekly missions return so every player can at least do this three times for free on three free character slots like in the original game.
