How to Create an account?

i feel really stupid but it seems i cant make an account on steam. can only link, and if i don't link it the save data be lost. website login just has logout, no other options :L
even google just talks about linking but not making an account

The above. Simply choosing not to link when prompted is all you need. Creating a character or changing your Player ID will make it so the account on whatever platform you're using cannot link to an account from another platform (IE: you won't share progress from Xbox when you login to steam) but can be linked to by another platform (IE: You'd be able to play with your steam account on Xbox).

As long as you don't already have a PSO2 account on another platform, however, you can just say no to the account linking prompt since you're starting from scratch anyway.
