You dont need the N-colorpass as the person says, just go to the salon after you finish the story tutorial. You probably have 24 hours to edit your character hair for free.
N-colorpass is to change the color of your costumes.
Also, how do I change the lip color(lipstick) for female characters? I don't see an option for that.
As for free change in the salon, i think it's more like 4h for free after creation. But if it's 24h better.

Anything outfits and cast parts will required a N-Color pass to change their color, and if you're a premium player... good luck trying to find that - they RAREllyy give them out.
As for what can be changed later, now with NGS you can change pretty much everything so long as you have a salon pass after your free edit time runs out, including gender. You can have a male body with a female head, or a cast body on an initially human character, or dehuman horns/newman ears. While the editor itself doesn't surprise me (still some sliders that could have been added), it's pretty robust and you can change anytime. And you can even save all of those things by using the data management tab.
- To change NGS costume colors you need N-color pass, those are racire, you either need to whale or hope SEGA won't be greedy about those (and they are, lately) and give one for free for some event.
- To change CAST colors you need either N-color pass or color pass, you can get latter with SG from titles and other ♥♥♥♥ from old PSO2
- To change everything else (except for free to change things without SG icon next to them) you need este/salon pass. SEGA is pretty generous about those and you get them from logins, events etc. They are not super common but they are common enough to give you enough freedom in editing/fixing your character.
Also (unless you've already used some tickets most of which bind to character) you can simply make a new one and use save/load preset function in este/salon to transfer ALL the settings and get free few hours after to adjust your character. Also do not that first costume (Se+In, I advise to set In(innerwear) colors to black black (0 0 0) because some body/facepaint (like lipstick) often uses In primary or secondary color) you use you can recolor for free during character creation so make use of that, imo Rupika Se is one of the best costumes in the game. Also if you are not planning to play CAST character (btw you can switch in options to make game use separate sliders for meatbag and robot) you can use CAST colors as extra color palette for accessory colors (you can switch colors of those to one that you already use).
Not without paying a ridiculous amount of money.
