Download size is nuts?
Am i seeing things? 74Gb to download Phantasy Star Online 2?
Is this correct? Thats insane?

Yes the file size is correct, as this is due to its contents same goes with the JP version of PSO2 which is 81GB.

Then people shouldn't get a small hard drive if they plan on paying large games.

This is 2020, any modern game is gonna be over 100 GB if it has any 4k support, tons of music tracks/fully voiced dialogue/etc... This has all of that.

Also NGS will probably push it to over 100 GB.

Hard Drive? Play on an SSD!

It is the greatest MMORPG of all time though, you ought to try it if you got the space, it'd be worth buying a new SSD for.

Well... SSDs tend to be small
well, ive looked through the files and ... found a lot of redundant stuff
for example, every cutscene file contains a copy of all sounds, cmls and 3d-extras such as weapon models and textures. stuff like that adds up
EDIT: and not to mention they put in stuff thats never getting used, like the english voicelines for the cut out scenes

Lmao there are so many much larger games with smaller file sizes. It looks and probably plays like a ♥♥♥♥♥♥♥ PSP game, no reason it should compete for file size with something like ESO, FFXIV and WoW.

i have an SSD yes but in general it does make sense it if has music, graphics etc

I wouldn't buy a 2TB SSD or NVME unless they fixed it they tend not to be very well optimized. 1TB is fine though.
