Story isn't all the great, especially compared to previous PSO entries, but it's an MMO. Most of these stories are going to be oddball, outta-the-park stuff to begin with, so take it or leave it.
The nice thing is how you can jump in and out between solo and grouping by just selecting a mission that's already in progress if you want to party, or just run solo if you really want it.
So far I see full English VO of everything and it is very decent. Story looks like typical anime stuff, so if you usually ok with anime plots and storytelling style - you'll be fine here.
Have you even tried it? English VO is totally fine. I understand sometimes English VO can be poorly done (e.g. like in DW9), but this is totally not the case here. At least in first chapters. Maybe later it gets worse, but so far so good.
There is no reason to play with non-English VO unless you are a hardcore weeb.
One last question - How are the micro-transactions...? Being a F2P i imagine they have all sorts of crap you can buy... I really dont want to have to pay for anything, will that hinder my experience...?
You'll be fine. There's no P2W. The most useful thing to spend money on is bigger permanent pockets-(the +10 inventory space)- all other paid storage is limited and not worth it- shouldn't be an issue. Use multiple characters to mule if your storage becomes full and there shouldn't be a problem.
Cosmetics can be very expensive because people spend real money for them then sell them to f2p players- but that's just a luxury.
Shop is something you'll need- but you CAN get shop passes as a F2P- but it's RNG in a FUN(currency) scratch. But later in the game FUN is everywhere- and making it is effortless.
On Topic: No P2W mechanics here, just pay-for-convenience. You can buy just about everything through player shops later on, so cosmetics and such aren't really a "must buy".

I usually play Persona games with English VO, because it's very well done. Right now i'm playing Persona 4 Golden with Japanese VO just for something different.
Yet i usually prefer playing Japanese games with Japanese VO. Unless there's an option for Russian VO, which is always better than English VO. I prefer Japanese VO to English VO simply because i don't like how English VO pronounce letters. (Why, for instance S and H together make a whole new sound? It makes no sense... English language pronouncification is so hard...)
I am fine with not understanding words i hear in games. I am Russian, and when i was a kid, a lot of games had Russian subs, but voices were English. So i'm used to that.
Plus... Japanese VO sounds close to Russian, so i prefer that.
So am i Weeb or Not?
Or everyone who plays with Japanese VO on their preference is a weeb?
Aside from that, there's some solo content here and there that's fine but mostly it's a grindgame loop without much meat to it outside multiplayer endgame.
You play a game in a language you do not understand, when there is an option available to play in the language you do. Historically people did watch anime in JP VO with subs because there was almost never Pro dubbing of Japanese games and anime. Now in this game EN dub is available and sounds actually pretty good. Well, to each their own.
Personally, I can't stand Japanese VO, mostly for the reason that it does literally hurt ears (some female voices). Too high pitch, and sometimes very not fitting to the character. And young males are all sound exactly the same and im really tired of that "same" voice of "Typical Japanese Schoolboy" from watching subbed anime.
Yes, it is true that more mature/adult Japanese voices sound badass and in some way they do sound more natural to Russian ear, but here I don't see too many older characters.
