Even the release on microsoft store a month or two ago was region locked for everyone besides USA.
Btw I'm from EU ( france ) and can download the game easily, try changing the region of your steam account this might work.
SEA has issues because of the SEA publishers being terrible and making an exclusive stake on it. That's also why SEA was IP blocked from JP servers as it was part of their contract. With several other countries it's due to a plethora of various reasons. There's been a list with all the countries it would be available for since the Steam release was announced.
That said, they are working towards making it closer to Global so give it time.
Then add PSO2 to your MS account and boom, play PSO2. The only thing the MS Store will block beyond that is purchasing AC, which can be gotten around via USD Gift Cards and the Xbox phone app.
Australia wasn't initially "allowed" to play at launch either, But just doing as i described above and I've been playing without need for a VPN since PC launch happened. Just had to grit my teeth and buy gift cards from a grey market because Amazon and playasia region lock payment methods.
Steam version should work the same way as the MS Store version, just VPN (Any free trial one would work) to set your region to the US or wherever, Add PSO to your Library while in the VPN, and then the game should be playable for you without said VPN.
Though I'd imagine you'd need the VPN to buy AC.
EDIT: Huh, Apparently Steam likes to issue account bans for using a VPN to slide around region locks. Maybe don't do that.
In light of that discovery, i would actually recommend using Tweaker to get the MS Store version and play using that.
When your region gets added to Steam, You can link your MS version to Steam and keep all your progress.
It's steam release of NA version.
