If you're on Win10 just restart your entire computer (not sleep, not hibernate, restart) and that should solve any

Sounds like you might be logged into Windows as an underprivileged user
(like a Guest user or something equally restricted).

Hey there people, as the title says, Terraria crashes on startup. First thing to note is that it has never worked on this computer, so there's no Terraria folder on My Documents to delete.
