This user already ran it through VirusTotal and Kaspersy was the only one that detected it as a virus.

It's a false positive, make an exception and move on, or wait for Kaspersky to update their definitions.
Do need to shut down Kaspersky. Simply adding the Terraria.exe as an exception is all that is needed.
May have to verify the files after though, so it downloaded Terraria.exe again, as Kaspersky may have deleted it the first time around.
i tried that and didn't work out without shuting down karsp (for reinstaling the game if you did in fact uninstall cuz you panic like me) (meaby i'm just a big dumb dumb haha), also now just notice if you don't add terraria.exe as an exception and do what i said you will encounter the same issue (terraria will not open)

You want a good anti-virus? Go download Avira.
Uninstall and reinstall. That is how we fixed it on my son's computer, after listing the terrarria.exe as an exemption.
I think it wasn't an issue on mine as I hadn't ran Terraria until after the exemption.
Not from what I can read on the internet. The only issue was some idiot government worker trying to run illegal software on a government issued laptop.
All the AV benchmark sites give it a good score. Some even the highest.

Avira provides a large number of servers worldwide to the vast majority of global and localized companies, the only reason they even have an anti-virus is because the company grew tired of useless people using their servers without any protection and uploading viruses on them which costs time and money to maintain and keep clean.
Avira isn't made for idiots. With proper configuration it easily trumps everything else available on the market. Not to mention the privacy policy and support for those who need it.
But like I said, it's not made for idiots.
