Um... according to your forum icon you don't own terraria. So..uh yes, buying terraria would be a start. Unless you're using the GoG version anyway... In which case you'd just have to install it on your laptop.

How do I know if it is a GoG version

Any Steam game can be installed on any system for free, so long as you use the account that purchased it in the first place.

According to Steam however, you do not own Terraria.

No, on my PC, I downloaded steam and purchased Terraria. I can open and play it anytime. I wanted to be able to play it on my laptop, so I downloaded steam and it won't play. I am signed into steam on both. I'm just wondering if I have to buy second terraria for laptop.

Are you signed in with the same account?

At this point all I can say is try to file a help ticket with steam support. We can't help you since your account says you don't own the game. This is a matter for a staff member at steam to deal with.

That's strange. I know that if you sign in with the same account on multiple systems, you can only launch games on one of them, but you should still be able to stay signed in on the other systems.
Perhaps Terraria was still running on your PC?

This is irrelevant. Doing this only changes how your game data is saved (and frankly, cloud save is bad).

On my laptop, my players and worlds do not come up. Any suggestions?

You must (fortunately) not be using Steam cloud save. All your player and world data should be saved on your PC under:
Documents/My Games/Terraria

You can simply copy the "Terraria" folder, put it on a USB or some other physical medium, plug it into your laptop, and paste it into the same directory.
