Can you at least explain the nature of the problem?
Being told the reason for the delays can help quell any feeling of dissatisfaction or frustration.
It would also help to commit to a timeline.
For some context, key requests have historically just been rubber-stamped by Valve, but due to large-scale abuse by some partners, they're now manually reviewed and approved/rejected depending on whether the request makes sense and doesn't disservice customers that purchase the game on Steam. Because of that, if the dev is requesting a large number of keys and they aren't making a proportional number of sales on Steam, Valve won't grant the keys.
It's disappointing that A Short Hike likely got caught in the crossfire, but hopefully that provides some clarification about the key shortage.
We need to make sure that the problem is on Valve's end, though.
