3 stars in archery, i'm hitting 1 in 30 arrows on deer. What am I doing wrong?

Most likely, the game senses you because of the wind and runs away to a safe distance. And perhaps at the same time, the stealth parameter is not sufficiently adjusted so that it is possible to approach it at close range. Although I'll be honest: if you have problems hunting deer, then you shouldn't take on rabbits at all!))

There is an easy solution to this.

Recruit a refugee who has 5 star archery and 3 star stealth. Then go on hunts with them while your other character is chopping wood or sleeping or whatever.

If you are playing story that is, your character and Kelly Salas are unskilled. Refugees you can come accross usually have great skills, but it's a diceroll.

Leveling archery and firearms is hard because you need to fight enemies with weapons you can barely use. Unless you intentionally cap knees on greenstrain to shoot em up for example.
