Can looter communities take over towns?
Playing sandbox and made it to late winter solo. I never agreed to the looter communities demands so I am constantly at war with them. I have just had what felt like the entirety of one of the looter communities light a bunch of fires and take up one of the nearby towns. After getting to work killing what was feeling like an endless stream of them, all from the same group, I have about 30-40 bodies scattered around a single town. The group does still exist and has members still alive inside of their base, for now, and I am tracking additional parties that get into town by the fires they light.

Is this some sort of possibility where groups will expand their territory? Nearly none of them had food, but did have a ton of seeds and were gathering all of the junk food I never bothered to loot. A few of the other friendly camps are having food shortages as well that I am supplying so could this just be the looter faction forced to scavenge to survive the remainder of the winter?

1) I'll tell you how it was in my case: we were also attacked by looters (we played in cooperative mode). After the third and repulsing of the fourth attack, we began to calculate where their "base" was. During the operational search measures, she was discovered and, taking with her 2 AK-47 assault rifles, 400 armor-piercing cartridges, 3 pipe bombs and fully armored, they began to storm her. After destroying the threat and capturing their base, a large number of pumpkins and the presence of 2 chickens were discovered. From this, we later concluded that there was a 4 or 5 star upgraded "farmer" on the base. And due to the presence of seeds at their base at the start of the game, they could safely grow food, closing their internal needs)). 2) If I'm not mistaken, when looters come to collect fees from other settlements, there is an option in the dialogue to pay with food (provisions) if there is a shortage or absence of gold. In this way, they can also fill their need for food. 3) When a faction is destroyed, the base changes its status to free, and over time, other survivors can appropriate the base for themselves (capture). However, it is better to check this point with the game developer, he knows better how this mechanic works!))

1: I already know where their base is. It's a bit of a ways away but they never sent demand parties to my base as I met them in their base first and refused to pay them so they have only ever sent mercenaries and are hostile to me anyways. It is winter so nobody is growing food but I have not been able to get into their base as it is large with a concrete wall so I cannot shoot through and they have guard towers everywhere to out range me if I attack head on. But with the map I can see that they are not growing food (Winter) and all other communities are also out of food so they cannot pay demands on any way especially with food. None of the survivors I have killed had any food on them.

2: Yup, I know. As stated all other settlements do not even have food to give because they already gave up all of their food and are not growing food because of Winter. It can also be noted I have had a rather long winter as the cold weather took affect early in fall.

3: I have already destroyed a looter faction base about 3 times and am aware of a faction being destroyed. When a faction is taken out an alert is shown notifying about the destruction and a new faction takes over a base the name will be different than the faction that was destroyed. The faction taking up a town has about 30-40 bodies lying around that town that I killed being eaten by roaming zombies. I have even ended up killing the faction leader which I found out by scouting out around their base and catching a NPC conversation about one of the guys claiming the leader position.
