FEMA mission completion criteria?

I am at the part where I am supposed to be 'Bait' as the rogue teams are directed to attack me. I kill several waves but there seems to be no progression regarding when the mission will be complete or if there is progress.

According to the FEMA dude each completion nets me 1 green pass. I might have killed like 6-7 waves and still nothing. How many waves need to die before I get 1?

a bit random, my first one is painfull like yours too with at least 4 waves before stopped counting.
The next one only need one tho..so yeah, viva nekkid FEMA.

The complete mission notification will pause the game like when you play a map for the first time and get notification "You're new to this area! Find a friendly settlement" so you won't miss it.

wOW! 6-7 waves?!! I could barely handle 1 wave! In my game there were only 2 waves and then I earned a greenpass. In the quest menu I got a checkmark, and then they told me to call FEMA on the radio. I will say this, just enjoy the waves of raiders.
