Main Quest Issue -Poor old charlie

So I rescued poor old charlie made it into ritzville , we're at the house he says the passes are at but he just stands at the mailbox , I can engage dialogue with him but he doesn't reply. It's like there's supposed to be a trigger that needs fire to progress the mission but it doesn't, if you interact with the mailbox he's standing in front of , of course the booby trap will go off. So im at a bit of a loss as to what to do , if it's a me issue or this is a part of the main quest that still needs to be fleshed out?

Never even heard of this quest, is this a friendship quest? Where did you get this quest from?

You have to Complete Ava McCoy Quest or Visit The Survivalist Camp with Charlie inside the cage.

I wonder since I didn't do the drinking game with Ava Mcccoy as imo it takes way too long and a few times she just kept passing out and literally drank most of my gold away I figured to just head straight to the survivalist camp and pay for poor old charlie's release everything seemed fine because again he tells you about the green passes in Ritzville and I brought him with me but I wonder if you have to do this quest in a very specific order , like the drinking game with Ava,then rescue Charlie,bring Charlie with you to Ritzville for everything to fire just right "even though you have the option to just go to Ritzville yourself to look for the passes, which I did and found the booby trapped mailbox lmao, so I brought charlie along and he went to the exact same mailbox and just stood there looking at it I waited about 5 minutes then saved and reloaded and hoped that would fix it- before I lost my patience and decided to just wipe and start over.

Anytime you do a drinking game, you want to split the drinks 50/50. You realistically you should try to loose sometimes on purpose so that they don't get too drunk
