The guy I was supposed to report to died, so the stranger quest failed for me. That first bas is a really bad zombie and raider hot spot. I've yet to find a community that survives there.

he is located in a small settlement east of the big quarry (top left part of the map), just north of a crashed jumbo jet surrounded by white strain. (may be bugged because i am unable to speak to him in my save)

You mean the Survivalists? I murdered their whole team but I can't find him

Can you give me the name of the settlement he's staying in? With spoiler tags on, of course.

I found him he's one of the Cabin People living in the top left corner of White Hills. I can't interact with him though for some reason so the quest is now stuck. Bob please do a hotfix on this

So, I got notified that the quest failed, so I went back a save day (a.... lot of times) to use the info here to find him in time and I "did" in terms of the quest marker and the guy who answered the gate even said yeah go talk to him. Except, he's just lying with other dead bodies three feet from the gate XD. So he must have died ages ago? but the fail trigger didn't happen for a while, and the NPC's don't realize he's dead. So yeah, I wouldn't rush it if I were anyone else until a fix.

Edit: I do think it also bugged like... my whole game? I came back to find the two nearest bases wiped out, raiders glitch throwing a decent ways away from my base, and whenever anyone dies they turn into white infected but no one else cares whatsoever. I know some of that is feeling like the plot points but uhhh some of it feels not intended.

If you head to the "Survivalists camp" (They will force you to pay gold for trespassing)
but talk to them about the stranger, youl get told Eleanor trades with him and that he came from the forrest. FYI the Survivalists are lead by none other than Joe Wheeler, the protagonist of the first game and almost all his team are his recruits also from the first Survivalist game :)

Once you get that bit of information, you can also find in the large FEMA camp, speak with "Lilly Chavez" ask about the stranger your looking for, and she will tell you "Seargent Powers" was contacted by the same guy your looking for, trying to buy a green pass.

If anybodys still stuck trying to find him, hes actually as already mentioned by others, top centre of the MAP, North of the centre FEMA camp, youl find the jumbo jet broken into about 5 pieces, keep going directly north to the top middle of the map, youl find a small settlement with the Cabin people, youl find the stranger is their leader.....fair warning, as soon as you talk to him, the entire camp turns white infected and your in trouble. tip, try to assassinate or choke out a few to get their weapons off them without anybody seeing you. ....You can also just kill them without talking to them, youl, then be tasked to carry his corpse all the way back to the original place you first met him to show the body. FYI youl also get told to tell Joe Wheeler in the survivalists camp about the meet they got sold, I tried to warn them expecting them to also turn but they just tried to extort more gold from me and started attacking lol

that should progress your quest marker.
