there's no way to control clothes. NPC always switch clothes based on season. It's good but more options is better.
For guns vs. turn the 'can use' ammo policy off. If they can't use the ammo type, they won't fire the guns. Turn it on for raiders, off for zeds, etc.
For clothing: It's based on the weather, temperature. If they're cold or wet, they'll get dry/warmer clothes. The cammo jacket isn't as warm as a hoodie or actual winter coat, however there ARE camo winter coats you get find/get for the cold to keep camo, same with camo beanies for winter instead of the caps/helmets.
Then, just delete/break down all non-camo apparel you have in the base. There's no reason to use anything but camo anyway, nothing else offers stats like so (cept 1 unique thing)
It's not a fashion game, so wearing camo is always best. Delete all other apparel once you start getting enough camo options to outfit everyone, but keep winter jackets etc. until you have camo versions, as they need the warmer stuff for winters.
