if you have low farming, train using carrots first. Otherwise you will not get seeds when you harvest other crops.

Do all the traders sell carrot seeds?

Not always your best bet is to see who in each comunity is responsible for planting and watering crops, often i found them having some seeds to sell.

Hang around a base and wait for their farmer to work. Then trade with them. Put like all your money into buying crops and seeds, then have a designated farmer do all your farming. It's frustrating not getting seeds back but if you can hunt rabbits as a crutch it can help immensely.

Carrot isn't really the best training for your main character because it may not give you seed sometime; you should use crops that can be planted direct because even if you are level one, the yield will always be at least one.

Those crops are sunflower, cucumber, chilli, corn, and cabbage.

If you have a skilled farmer (level 3 or 4) you get seeds back everytime when he is harvesting seed crops.

Buying or if you´re lucky you can find some in towns or even cars.

To train farming I would suggest mice crops and pumpkins. The harvest is also the seed, so you can repeat every harvest season without fail or loss. Also give your farmer BEFORE he is placing crops skillbooks, if you have. The quality of an crop is the same level like the farmers one when he is placing crops and seeds.

And you don´t have to hunt rabbits yourself neccessarily. Build some rabbittraps and assign a trapper for them. Only issues there are, you need a carrot for a trap and a slightly wild area.

I don´t really know if rabbits respawn or just wandering around but after some time there is always a rabbit for stew available. At least in my games.

So how does one replace seeds?

I waited till I got a suitable area and wall up then finally planted all the seeds I could find from the nearby settlements.

The next few days the temperature bottomed out and they all died.

I'm down to just 2 seeds now.

Wich season have you? Early and mid spring and mid and late autumn have a chance for snow and cold weather to appear so it can be difficult to plant in these times.

Normally you set up a farmzone for crops. when the crops are ripe, the farmer will harvest them and replace them in the farmzone, if he has seeds left. A level 3 farmer will always get seeds by harvest.

If you're not afraid to be a little violent, a good source of seeds can be wiping out a small base and sifting through their buildings for their crops and seeds. If by some strange happenstance you don't get seeds, this usually also nets you a good amount of long pork.

I started mid spring, It was days later and I had spend time gathering seeds from every town in preparation.

I ended up pilfering substantial amounts of pumpkins from one of the towns and got very few seeds from other random sources.

Seems very much that the seeds available at the start are the only easy ones to get, after that if you've messed up somehow you have to use other methods.

Other methods would be wandering Trader, loot in towns (You can really find seeds in towns, no joke), if you can, wipe out a small camp (4 or 5 people) and take over there foodstorage or you can just wait until npcs harvest there crops and trade with them instantly. if they go into a building they will automaticly store them. It is sad that a coldwave can deny your farm efforts but its not really the end to get seeds from elsewhere.

Just wait until it´s safe to plant seeds until late spring. You can just store the seeds you found. But don´t let a farmer newbie do it. At least give him books so he can plant with level 3 farmer skill. Trust me, you will only loose seeds if a newbie plants the seeds. In the meantime you can just hunt for food.

You can steal crops too if you are lucky and no one is looking. Cooking pot from campfires too. Unfortunately I have had to do both. As well as eat a lot of longpork (don't do this in view of npcs by the way, they seem to never forget it, although it's just a slight negative every little bit counts). Better to make stew.
