To people who said to try and use the code again: that was stupid to ask of people... These codes are a one-use thing, and once it is used then it is not usable a second time... We need either something fixed from Microsoft, or our money back.
Or new codes to activate in game
I personally appreciate your attempts to solve the problem and do not feel Lionhead is responsible for this mess whatsoever. I shall now do my best to explain what I have experienced in the hope it may shed some light on the underlying cause. Much of what I shall say has been mentioned many times by others on this forum, but I shall give the whole story in the hope of preventing confusion.
I have 2 steam accounts, one is for my games and one is for my girlfriends games. When I bought Fable 3, I bought it with all the DLC for both accounts, looking forward to being able to play it together.
For 2 or 3 weeks, I couldn't even run the game because the main game code was not working. When that was finally fixed, I ran my own account version only, and attempted to use the ingame activation through GfWL. The game installed GfWL at that point, and promptly failed to accept my DLC codes, saying something about networks failure or something. The troubleshooting link didn't even take me to a web page that existed. I spent a couple of days tearing my hair out as microsofts help pages are frankly diabolical, completely unhelpful, and lead you around in circles or to dead links.
So I thought I had to redeem the codes on xbox.com, as the link had mentioned on the main steam Fable 3 page. I went to that link and redeemed them. They seemed to be accepted, so I presumed all was fine. At about that time, I also read here that uninstalling GfWL and reinstalling it had helped someone, so I did that, and it worked alot better, actually logging in and not crashing. But I noticed there was no mention of the Fable 3 DLC on it.
I went to test Fable and soon the free DLC was possible to download, and it worked. I could even see the freebies in GfWL which was running in the background. Now here is something peculiar... at about that time, the dog suit, industrial armour, and dog pack just appeared in the game as gifts, but in GfWL they were not shown. Only the free gifts showed there. I presumed that was how it was meant to be, and thought nothing more of it for a while.
Then I decided to get my girlfriend playing. I installed the better GfWL on her computer before anything. Then told her to use the GfWL ingame to enter her codes, just to see if it worked, and to avoid all the hastle I had been through. Her codes were all accepted straight away, and to my surprise all the payed DLC were appearing in the GfWL that she was running in the background, as did the freebies when she got them.
Because I had the dog suit etc, I presumed it was working regardless of it not showing in my GfWL, so we tried to connect and play together. I can see her as a glowing orb in the game, and she sees me. But, upon attempting to join each other, it states we do not have the same DLC content. I tried to reenter my codes into the ingame GfWL, but they will no longer be accepted as they have already been redeemed.
I later read a post here with a link to xbox.com, which showed that I had xbox360 dlc, and not PC. I have never owned an xbox, and always had PC, so there is your problem. However, what is most puzzling of all, is how I have recieved some, but not all, of the DLC ingame. I forget the exact names, but I think it's Traitors Gate, and Stonebridge, or something along those lines, that I have seen no eveidence of whatsoever.
So, my girlfriend can play fine with everything working as it should, but I have certain issues due to redeeming my codes on xbox.com. And, since I bought it so we could play it together, and the game stating we have different DLC, we actually still cannot play together after all. At least not for the time being, as I'm sure you can get this mess sorted out somehow. If I may hazard a guess, what is needed, is everyone that has redeemed their codes on xbox.com should have them wiped and new PC only codes issued to them in replacement.
I sincerely hope this post might help you get to the bottom of the problem. All the best to yourself and everyone at Lionhead, you guys make fabulous games.
I Have both Windows 7 & 8.
But the link I provided only fix issue with GFWL connection.
It didn't fix the DLC's issue.
Some people said that the DLC has show up as Xbox DLC.
I have checked my GFWL account but I don't see my fable III DLC even in xbox version.
Where in GFWL or Xbox.com do you see it?

Edit: Just tried to download from within the game (rather than from teh GEW Marketplace client) and got a different error 80070426
