The randomness of buildings generated will make it quite impossible to reach level 21 if you play as normal, imho.
It is verry possible without the method.
I had so many islands that I was like "...nice, I'm not gonna make it
I'm not trying to be rude or something but try to watch videos how other people do building managment. (Those crazy people manage to do 10k+ or even 15k+ an island

Note the creative use of "Water" plateaus in the back, they can be placed pretty far on the beach if you try!
Wall plateaus can also rack in a ton of points in the late stages, if you build over a lot of houses.
The big Plateau is a very expensive option to create more building space, but that can also be used to bridge gaps between irregular terrain. It can also be placed in water, see the front of the image.
It's been more than 3 years since you and some youtubers completed the game. Perhaps the devs have tweaked the game harder since then? And because of the complaints since then, they decided to readjust Level 21 island? Why would they even bother with an achievement if not for the difficulty?
This could be the reason, though I may be wrong too.
I got the achievement on November 1st, 2023.
But I think they did update the game some weeks after that to make it a bit easier, not sure though.

This. It goes against everything this nice little game was before.
No way to know your island number, unless you keep track of it yourself. If you stop then start playing the game again later, you don't know where you are, making it even more tiresome because you'll have no idea where the grinding will stop.
Each island is the same, the only difference being the number of points needed to go to the next one. No new mechanic introduced on your VERY LONG journey to the 21th island. Many hours doing the same thing, over and over again. Even as an achievement hunter with my fair share of grinding experience, I can't say I'm motivated enough to do it right now (I'm at 14 island for the moment)
And I'm still waiting for a proof from a dev showing this achievement can be completed "in less than 3 hours" like they said.
Sadly, I'm OCD, so this game is hardly stress-free... for me
From islands 7 and up, I definitely started having a few close calls, and on the island where I lost, I basically ran out of space entirely. I had good setups for important structures like the Temple, but not good enough to carry me through, and the fact that I still had at least 8 islands to go with ever harsher scores to obtain? Yeah, conquerer definitely isn't feasible without incredible luck.
Add to that the fact that it's not at all a fun achievement to do, as you're basically just repeating the same setup over and over again, spending more than an hour on each island as you progress into the double digits, and how it kind of goes against the original selling point of the game - that being that it was meant to be a relaxing minimalist city builder - and I can't help but reach the conclusion that this is a huge mistake and that it genuinely detracts from the experience as a whole. It's just not a fun goal to have to reach, let alone a realistic one. And without a consistent way of making sure that buildings even fit (a snap or grid system) it can be incredibly frustrating. Like putting together a jigsaw puzzle where some of the pieces are poorly cut.
I really hope that the team will take these discussions to heart and either seriously reconsider, or seriously rebalance these achievements. As for me, maybe I'll do another attempt or two, but I might just shelve this project once more. There's no fun in losing a game like this to bad RNG when you've invested 10+ hours into a run.
So far, based on my many tries, the luck factor plays a lot in island generation and building popups; luck plays a lesser part in player's building placement and sequence of placement, but it still does a little bit.
I'm 150 hours in HighScore mode but still at Island 5 cos I've been trying different random maps that appeared after each map reload and try to play normal. I died once because the map was almost all mountainous and they pop up buildings which can't score high enough to reach the next stage.
When I play normal, I avoid Shaman and Brickyard Pack till the end. Seaweed Pack is highly important initially. The unusual Seaweed Farm range (the farm is not at the center) can yield 20+ points a few times. Positioning comes into play. The first few stages are a chore and close to dying when played normal. But once I reach Fountain or Tower onward, life seems to be easier because later buildings give 20+ points with good positioning.
All these are fine, PROVIDED your luck is really good in those 4 things I mentioned above. Good planning and understanding of each building and the scores can only do so much. If the desired buildings never appear at crucial stage, nothing can be done.
Sometimes, shi* happens to some players, not all. To avoid permanent death in HighScore mode, remember to copy and paste the savefile in another folder, BEFORE you click the 'GO TO' next island.
For me, I will just slowly level my island the abnormal way. Cheers!
Oh well....
On my current run I'm at my 15th island. This is the one. Needless to say, this is going to be extremely tricky if not virtually impossible, as I have to acquire something in the 5K ballpark in terms of points in order to procede from here.
Saw the island. It's a small island but segmented. You have the beach which you can gain points with parks, resort oasis and then monument. Also, you have a nice mountain in the middle. Your initial 3 wall plateau will fit in nicely all around.
