you dont need multiple city centers to evolve a city. You can go pretty far with one (of course if you have a huge island it'll be hard to fill it)
Shamans are good buildings to put down for houses and mansions.
Lumberjacks and sawmills dont need city centers nor do seaweed farms plus shamans love seaweed placements. So do huts.
I recommend you put houses around your seaweed/fishing districts and around sawmill areas. Then you'll have your little city/town hubs.
Breweries love seaweed farms and taverns love breweries and houses.
if you get stone masons, windmills are great even without fields because windmills love masons
Once you have enough of those commoner areas of houses, sawmills, seaweed farms, breweries, masons, windmills, etc, if you have an option for mill, place it. This will also benefit you for future markets
City centers are preferable but always necessary. You can still make it work with just one, you just have to plan ahead. As you keep scoring and evolving your island, city centers are more likely to reemerge.
Obviously there will be conflicts (ex. shamans and masons hate each other) and space can be an issue depending on your island but keep playing around to see which area gives the most points. Also it's okay to lose huge amounts of points in one go if you know you'll be able to make it up (it's an achievement after all)
