Windows 11. Sorry. Should have specified OS. I've updated my post with that information--as well as with what other troubleshooting steps I've now taken.
Go to into your Windows System Sound Settings, Select the device you want it to go through, under "Enhance Audio" there's an advanced option, click on that.
The device properties should come up. Go to the advanced tab.
Then you have 2 options (try them one by one to see if it fixes the problem) : or turning off "audio enhancement", and/or unticking the box for "Give exclusive mode application priority" (for the game channel and chat channel)
Thank you for the suggestion! After some back-and-forthing with support, it turned out to be as simple as my needing to reinstall my audio drivers and making sure I'm exited out of ICUE while playing (since audio enhancement software and KOARR don't mix well, it seems)!
I'll update my post with a big ol' FIXED! Again, I appreciate you taking the time to respond <3
- Ingame change language from auto to desired language
- close the game
- Verifying the integrity of the game files
3 .pak files were missing/updated (de_de.pak, en_us.pak and patch_0.pak)
2 video files were missing/updated
- relaunch game
- enjoy the audio

I think I know what the deal with emulated surround sound is--and how to fix it (in Windows 10): I noticed that the Bink videos play just fine in a regular video player like KMPlayer. I also noticed that the audio tracks are all mixed in mono and stereo. That makes me think it's the Bink player in game that messes things up. And indeed, as soon as I disabled the exclusive mode in the audio settings (which grants applications exclusive control of the audio interface, bypassing any further sound processing!) the problem was solved! It's an easy thing to miss.
