Ultimately, it's worth opening it early. There are good items in it that will help early game, but waiting for them to get better stats (which is only something some of them can do) won't be worth it by the end of the game since you'll be with equipment that has much better and more potent effects than the max level of those Special Delivery items.
If you're really curious about how good they can be you could download the Save Editor from Nexus Mods to manually update the levels of those items as you play through the game (that's what i'm doing).
Keep in mind that equipment levels up every 2 character levels, but be aware that some equipment has a default level that is an Odd Number instead of an Even Number. So you'll find an armor piece that has a default level of 2 and has it's next level as 4, while another equipment's default level is 5 and has it's next level as 7. There are also equipment pieces that don't level at all. It is also possible to find equipment when you're below it's default level (so leveling it up might take more than two level ups).

This is true. Lvl 33+ crafting components from Dead Kel DLC allow to reach 100% incoming damage reduction and extremely high damage multipliers.
