As for decisions mattering? LOL? None of your decisions have any impact beyond the story arc they're contained in. Nothing in the world changes outside of the small, self contained area of the respective story arcs. Did you choose Option A in the House of Ballads? Cool! That won't be seen anywhere throughout the world except the HoB. Option B? Same thing.
It's not like the decisions in Skyrim that can literally change the NPCs in an entire region (Legion wins civil war, changes the jarl, guards, and some other npcs in a town and same with Stormfro...Stormcloaks).
KoA got way too much praise. And I say that as someone who originally heaped praise on it.
