As for the scaling, I got lvl 1 Fate's Eyes (haven't checked other stuff) on my level 4 character, so there's that, i guess.
I don't think there was any legit way of acquiring Twinned Souls Chakram higher than level-1 in the original due to the way DLC was handled.I was hoping they would make every chest including Gorhart Special chest level with player when you open the chest rather than when the game/dlc is installed. That's unfortunate.
Can you please confirm what are levels of the items are when you first open them? Like if you level up to 2 and open the chest for the first time, are the items still level 1?
Correction, it's the Fate's Eyes Chakrams, not Twinned Souls.
I also got the Omniblades, and they're lvl 1 too.
As far as I can recall the Omniblades didn't have any levels to them, just like Shepard's Armor Set, and Fate-Touched Weapons had no levels either.
I just did a lot of testing, and it looks like the items are scaling based on your level when you first reach Gorhart (the town the chest is in) rather than your level when you first open the chest. So, expect it to be level 1. Always.
I made a bug report about it, but it may or may not be intentional.
Based on Zyddie's feedback in the other thread, it sounds like a bug, unless that chest doesn't follow the logic of other chests in the game.

If the items stay Lvl 1, then unfortunately that seems to be the case and exactly what I wished they would change.
