Personally don't care if it's given to owners of the original for free or not. Whether free or purchased, it'll be added to my Steam library one way or another.
The "base" game will have the game and all of the original content (game + originally released DLC) for $40
The Fate edition will include the new expansion, Fatesworn, and will cost $55.
There is also a Collector's edition for $100 that will include some physical items, though I'm assuming that won't be sold through Steam.
