You are on the right path. The Moon Ritual is an event that can be triggered if you rest in the village during the full moon. It doesn't work if you rest just before full moon, but only if it is full moon when you start your rest.
I hope you can find it! :)
Edited to add: I've just got this successfully - the only difference from previous attempts is that my standing was 6.
That's good news ! I'm not sure what the odds currently are, but I've completed my whole anthropologist campaign without witnessing one, and not by lack of trying. Maybe I was just terribly unlucky, I'll try it again eventually.
it's definitely bugged. I've spent hours now testing this:
- Be 1 tile away from a village you can rest at
- Save and quit to create a re-loadable save scum state
- "Wait" until you know when the date of the next full moon (day 180 for my test)
- Save and quit again say 10 days before the day of your full moon (170)
- "Wait" until the day of your full moon (180)
- Enter village and rest
- Observe 1/the ten f@cking thousand different events that will randomly trigger instead of the MOON VIEWING CEREMONY
- Re-load and repeat the above steps, you are very likely tho the get the very same event. If you're getting the same event, proceed to the next steps
- Re-load and wait until 1 day after the day you previously tried (181) as you will very likely get a different event then the previous day
- Re-load and try this next day again (181), until you get discouraged at seeing the same event for this second day. But at least it's different than that first day right?
- Re-load and Wait until the third day of the Full Moon (182), again repeat this miserable process.
Note that I've determined that it seems to be connected to your actual save file. I have seen at least 15 different events, tho it feels like thousands, by doing the above. Then after testing all 5 days of the Full Moon (180, 181, 182, 183, 184), from a save file loaded from a specific day, I'll wait 1 day then SAVE AND QUIT to create a "new" save file. I then repeat the above process and get totally new events, of course it's never the ♥♥♥♥♥♥♥ MOON. There were times, after an hour of doing this, where I'll get a random one and be like WTF where did this one come from? I'll see one for the first time literally after 50 re-loads while seeing others a dozen times. I don't know if this is good or bad, like maybe that weird one off has a 1% chance, and the moon maybe also has a 1% chance? All I know is why THE ♥♥♥ is something on a checklist that is this much of a gong show.
I saw devs respond to confusion about this in August 2021, I guess it was deemed low priority or too risky, but ♥♥♥♥♥♥♥ is this is a miss to put something on a checklist which is also tied to an achievement that is unplayable. Instead of "bumping up the chance" for the event like "ByteRiot" planned 12 Aug, 2021 @ 6:57am, JUST REMOVE IT FROM THE POOL OF POSSIBLE OBJECTIVES... my god.

- "Curious person" wants to know if people in my culture have many husbands/wives
- "Skeptical person" wants to know if people in my culture have many husbands/wives (yea, another nearly identical one)
- "Bright-eyed person" wants to know if people in my culture have many husbands/wives (yep, another)
- Is Honour or Kindness more important?

- Crew member who previously left is tied up for spear theft
- They're making food and they want my animal crew member to eat
- "local legend of a woman who saved many lives."
- Person claims they can trace lineage to ancient warrior guards
- Crew member "in close conference with one of the villagers" about legends
- "shared their food with us and we spent an enjoyable evening"
- "The islanders were very hospitable and we spent an enjoyable evening with them" (yes, another nearly identical one)
- "The islanders let us join them and we spent a quiet, but companionable evening together" (why are there so many near identical ones)
- "I learned that this tribe was made up of different families who came together"...
--- Insanely Rare ---
- The village elder has died (only two occurrences with at least a hundred attempts in between)
- Crew member has fallen in love with one of the islanders (first occurrence was after a hundred attempts)
Note: it's possible this person is already in love with another crew member or ME, with
no mention of that.
- Child with rash wants a hug (seen for the first time after a hundred attempts)
- Story about "creatures underground would make wondrous artefacts" (only seen once after hundreds of attempts)
