Report a translation problem
I'm not sure what the problem could be since that is a very generic error coming from Steam. I just tested and I was able to publish a couple of courses.
Based on some quick research, there are a few things that may be preventing you from uploading to the workshop:
If none of these apply to you, you can send your game logs to support@roadturtlegames.com and I will take a look to see if they have any more detailed info. The log files are located at Documents\My Games\MiniGolf Maker\Logs.
It may also be helpful to send Steam's Workshop log. This log is located at C:\Program Files (x86)\Steam\logs\workshop_log.txt, or wherever you have Steam installed.

I don't use Family Sharing, my steam-account isn't limited and I don't think that the steam servers are the problem, because I tried it over several days the last two weeks.
Unfortunately I can't send you the game-logs, because I have no actual files. In the Log-folder of the game I have 3 files only and they are from 28.02., 11.04. and 24.09.2021.
I checked the Steam-Workshop-Log with this result:
'Upload workshop item 2624804183 failed (Build for workshop item has no content)'
I tested it again and now the error message was:
'An error occured while publishing the course: The file was not found.'
The Steam-Log says:
'Failed to read preview file My Games/MiniGolf Maker\Courses\A-Long-Alphanumeric-String\banner.jpg'

I checked all again now and found out something. I have 2 hard drives in my computer -> C: and D: and Steam (and the game itself) is installed on D: hard drive.
So I have 2 Game-Folders, one at Documents on C: and one in the steam-folder on D:.
The game saved my course on D: (with the banner.jpg). So I copied the complete course-folder (the alpanumeric one) from D: to C:, but that didn't solve the problem.
I saw that the game saved the log-files on D: since 28.09.2021 and the important messages in this log file are:
'SteamOperationResult<SubmitItemUpdateResult_t> error: Failure.'
and
'WorkshopPublishResult error: Failure.'
Do you have any ideas how I can solve it ?
I would still like to see your game logs and the steam workshop log for when you attempt to publish the course. That way I can see everything including the full file paths and hopefully get a better understanding of what is going on.

I installed Steam on C: (Not on D:), but the Game-Library on D:.
Anyway...I sent you the two logfiles. :)
