Install DirectX End User Runtimes.
xinput1_3.dll is a part of DirectX for Windows 7. xinput1_4.dll isn't, but you can workaround with it, as no function added to xinput1_4.dll is being used and you can just copy over xinput1_3.dll from C:\Windows\System32 to <game directory>\pc and then rename it to xinput1_4.dll.
