Game wont start [xinput4.dll missing]

How do i fix this issue?

Search for xinput3.dll in system32 folder, copy it and rename it to xinput4.dll.
Or upgrade to Windows 10.

it's weird. i don't have that file either in my computer. i dont use a controller when i play pc games, though, so that might be the issue.

Install DirectX End User Runtimes.

The error appears because you are using Windows 7. According to the store page the game requires Windows 8.1 or higher. There is a guide on Steam to fix this though.

xinput1_3.dll is a part of DirectX for Windows 7. xinput1_4.dll isn't, but you can workaround with it, as no function added to xinput1_4.dll is being used and you can just copy over xinput1_3.dll from C:\Windows\System32 to <game directory>\pc and then rename it to xinput1_4.dll.
