True... which is, why I believe only 10 should be listed (as AMD doesn't even update their drivers for 8 and 8.1).... still it's hard to justify supporting an operating system, when a producer of OS itself doesn't, anymore.
Unofficially you can actually run it, although it requires copying xinput1_3.dll library from System32 to game directory and change its name to xinput1_4.dll.
No, it's not. People still use windows 7 because it it is better, and it still works. Just because there is a new OS doesn't mean we have to start using it when the older version still works very well. Only idiots think there is something wrong with Windows 7.
Lastly, 2K listed Windows 8.1 as the mininum OS requirement because there are still computers that run 8.1 with Nvidia cards.
Only idiots think Windows 7 is worth sticking to when Windows 10 so vastly superior even when it comes to run older games.
So if you wanna play on Win 7 you can do it very well.
There is very little reason to do so... there is just so little of 8 / 8.1 users. And most of those who stick to it, generally can't run modern games anyway.
If anything AMD's logic to support 7 over 8 and 8.1 makes more sense, cause it has nearly 3 times the users... and no wonder.

Navigate to C:\Windows\System32 and copy xinput1_3.dll to a different directory.
Rename newly copied xinput1_3.dll to xinput1_4.dll.
Move newly renamed xinput1_4.dll to <path-to-game>\pc.
