"Offline" MP? O.o That would be local coop. How you want to play that game on a single screen with 2 players?
So cheat in offline mode and come back, fully legendary in online mode?
How do you think people play multiplayer game back then when there's no Internet? Have you ever heard LAN party?
Even minecraft can host multiplayer games on local network
This actually CONFIRMS the concern listed in the OP, that if you want to play offline you will only be able to do it solo which is a huge downgrade from TL2 with local LAN play.
