Torchlight III - Act 3

How can I enter the Echo Landing to start the third act?
The map shows that the road leads through hyvid capital but there is no road anywhere...

i entered a phase beast portal.

the boss never spawned in the arena, killed everything, couldn't portal, so i kinda just esc quit.

i log back in, i'm in a strange town, turns out it was the act 3 city, i'm not halfway through 2 yet. but now can freely travel there via waypoint because a phase beast portal glitched me out, the game placed me in act 3 at the next login/spawn.

i'd imagine before i can actually go anywhere in act 3 i'm going to need to complete story requirements.

Problem solved.
This is simply a game error.
I tried to enter there with the character I came to the end of the second act before the third was added to the game.
It was enough to choose a different character and normally I was able to enter there.
