Report a translation problem
This is not a fix. All it does is stretch the image, making everything look unnaturally wide, which you can already do through your video card drivers. The game assets were rendered in 4:3 and that is how the game was meant to be viewed. You can't convert it into true widescreen.
I just download the game and play it lol, I did everything the tutorial says, but my game still has Black Bars, the ReShade inside the game doesn't recognize the ReShade.ini file

Magnify is from an older version of ReShade you change its options by editing BasicFX.cfg in the reshade-shaders\Shaders\Reshade folder.
You would need different values for 1600x900
