The favor is available from "Wireghost" type characters. This should be - from the top of my head - "Potato", "Dance Hall" and "Arthur".
The first two are mutually exclusive and unlocked based on Merc selection at the start of the game. The latter is an (optionally) rescued character during the mission for the corrupt Brave Star Sector Commander where you are tasked to steal an AI Trainer.
If the UI shows the key option as a possible favor but doesn't give any indication who can supply it, I would F10 this as a feature request. (Eg: List who can offer a certain favor).
The easiest means to gain a favor for a contact is selling items of sufficient value to that contact. Rule-of-the-thumb is that the item should be worth more than the listed favor value on their contact card. When selling an item to a contact that is sufficiently valuable, the option to sell said item for a favor will be present in the sale screen. (They are listed on top of the sales window, before the "Cash" options).
As for the golden key loot room - as far as i am aware, that room can only be accessed with said key. So you'd need to gain favor with a Wireghost to open it.
Favors are going to let you get the Leverages you want, so don't ignore them.
They also let you steer your Contacts to focus on the service upgrades you are interested in.
Currently favors are still a tad limited in utility, but they will be means to acquire benefits that cannot be bought by cash. The golden key is such a benefit that REQUIRES a favor to use - you can't use it otherwise. The option to get extra choices for a contact during a hype limit break is also an example of a benefit that requires a favor.
Yep, you'll be able to do so. Feed him valuable stuff for Favors over money to keep the counterfeit keys coming!
