So if you purchased the steam key for any reseller, most of them are having an issue due to the shinobi striker bonus content, which is preventing anyone from redeeming the key unless shinobi striker is on the library.
Some users have "fixed" the issue by purchasing shinobi striker, but this personally irks me, as why would I have to waste other money especially since the issue is on bamco side.
this worked for me so thank you. this is a tremendous ♥♥♥♥ up on Bandai Namco. will think twice before buying a new release from them.

I admittedly do not know what process is being used by whoever is selling the keys to obtain them, but there's a pretty decent chance the keys were never meant to be resold which may be why it's requiring ownership of Shinobi Strikers in order to redeem the key.
Unfortunately I already own Shinobi Strikers so I had no chance of encountering this issue when redeeming my key from Gamesplanet.
If anyone got their keys from an authorised retailer and had this issue please let me know as it would be good information to have.
It's because it is a grey market, as Jake said, so they can't contact bandai.
I can confirm that the issue is affecting official/legal key resellers as well, fanatical, gamersgate, wingamestore, you name it, the issue is on bamco side, as the original keys had the striker bonus bundled in, and since the issue occurred on steam itself first but was fixed days later, all the keys already bought by legit resellers were still affected by the bug (as they were generated by the publisher prior to the aforementioned fix).
