in some cases yes. It depends on the kind of mod. you shouldn't have problems with skin mods

No and yes, any mod used with modern mod tools. YES, it works fine, so if you a see a model replacement released this year for storm 4 and connections. they'll both work fine, even online they work. Complex mods no, they don't work, just model replacement mods, since this game uses a base source code of storm 4 to layer the "new" game on top of the existing old game with the same file destination etc. thats why models works.
