Looked online and apparently u have to have NARUTO TO BORUTO: SHINOBI STRIKER base game to be able to get the connections is that true?

This was true for the first couple days of pre-orders on Steam. It was fixed fairly quickly, as far as I know. If there's a purchase button on the Steam Store page, you can buy/get it.

I was looking elsewhere for a key and it says base game required. Would it still work if it was bought elsewhere?

Where were you looking? I know some people have had issues activating the deluxe edition from key sites but it was because of a different issue.

When pre-order launched on steam, along the pre-order bonus costumes there was a shinobi striker bonus as well: due to this the game couldn't be bought unless users had shinobi striker in the library; this was later fixed ON STEAM, but any keys bought by resellers prior to the fix had this issue.

Now I don't know if this is the general rule or not, but usually stores keep selling pre-order keys until they are all sold out, and since the game didn't sell that well, the chance is pretty high, meaning that you could face the issue.

At this point you can either buy shinobi striker, redeem the key on steam and then refund the former (shinobi striker), or just buy the game directly from steam.
