Not trying to be nit-picky but If I am paying the most expensive one, I should be getting it but oh well, it does say it's "DLC" so probably separate in-game thing to buy

Hmm... The Premium Collector's Edition is not available for PC/Steam on the Bandai Namco website. You can select the other editions for PC, though. Does anyone know why PCE is not available?

I asked Bamco Support and the representative said it was a higher up decision to not offer the CE for PC.
