easier to see if you lower the video speed
The issue is definitely minimized when using 50 FPS cap, can confirm that.
I also think that some people just don't notice this issue because they aren't running at a higher FPS than 50 anyway.
Still think its the timestep? If so is there anything I can do to fix it?
There's nothing you can do to fix it, it needs to be addressed by the developers.

BTW, I'm guessing the reason why it sometimes happens on 50 FPS but not always is due to a lack of V-Sync (not sure if the in-game setting actually works or not).
Of course, this is all anecdotal evidence, so it's just my educated guess.
It could however be something related to hardware or drivers.
The game's vsync does work, yes, and if you havent id suggest trying it (without FPS limiter)
