Report a translation problem
The skill is highly niche, as it requires a specific action to be taken by the oppenent before it can be utilised.
This is not a skill I would commit to more than one or 2 people who either have other skills to evade tackle zones or are always in the open, a roving backline if you will to intercept passes.
And as Montiness said, I wouldn't give it to more than 2 people, and even then probably only if they had primary access to it, like a Thrower.
If you take care of positioning, even one player with that skill can cover such a large area, that you don't really need more.
Edit: For example, Amazon Throwers actually start with the skill. That team might be one where I would actually have two of that skill.
On the designer's commentary and errata, page 4 someone asks:
"Q: If multiple players on a team have the On the Ball skill, can they all move if an opposition player declares a Pass action? (p. 79)
A: Yes, if their controlling coach wishes."
