On The Ball
Let me start by saying I love this skill. My little Orc Thrower almost feels like a skaven on Turn 1. But I have a question about it, as someone who doesn't play tabletop.

In the BB2020 rules I see it only makes the "Only one Player" distinction once it starts talking about the Kickoff part. Does this mean I can put this on multiple players and move them all during a Pass declaration? It doesnt say I can't. It only says "This player." So if I were in a tournament with lots of Elf teams, would putting this on 2 players be beneficial? The problem being it's a Pass skill and not much has access to it

Multiple players may have On The Ball, however when the skill can be activated, it can only be activated by one person on the team.
The skill is highly niche, as it requires a specific action to be taken by the oppenent before it can be utilised.
This is not a skill I would commit to more than one or 2 people who either have other skills to evade tackle zones or are always in the open, a roving backline if you will to intercept passes.

Yeah, you can only activate it on one person.

And as Montiness said, I wouldn't give it to more than 2 people, and even then probably only if they had primary access to it, like a Thrower.

If you take care of positioning, even one player with that skill can cover such a large area, that you don't really need more.

Edit: For example, Amazon Throwers actually start with the skill. That team might be one where I would actually have two of that skill.
