game doesn't start DirectX runtime error

Hi,
whenever I try to start the game via Steam, I get the following error: DirectX Runtime required to run the game. After that, a UE4 Prerequisites install screen appears, but I only have the option to uninstall. Uninstalling and reinstalling the UE4 Prerequisites doesn't solve the problem (see screenshots). I've also tried to remove Directx but I don't have the rights to do so.
